RCS vs WhatsApp Business API vs Bulk SMS: Complete 2026 Comparison
Customers in India now get business messages over three channels: RCS, WhatsApp and SMS. Here is how they compare on rich features, trust, reach, compliance and cost, so you can choose the right mix.
Key points
- RCS arrives in the phone's default messaging app, with a verified brand name, logo, rich cards and buttons.
- The WhatsApp Business API offers similar rich features, but only reaches people who use WhatsApp.
- Bulk SMS reaches practically every phone, but carries plain text only.
- In India, commercial RCS and SMS both need an active DLT registration; WhatsApp follows Meta's rules instead.
- Many businesses send RCS first and fall back to DLT-approved SMS when a message is not delivered.
From plain SMS to rich, interactive messages
For years, SMS was the default way for Indian businesses to send OTPs, order updates and offers. It reaches almost every phone, but it is plain text: no images, no logo and no buttons. Customers have to trust a six-character sender ID and type a reply or tap a bare link.
Rich channels change that. RCS Business Messaging and the WhatsApp Business API both carry images, cards and tappable buttons, which turns a notification into something customers can act on straight away. That is why “interactive SMS marketing” now usually means RCS: the same messaging app, with richer content. The choice between RCS, WhatsApp and bulk SMS comes down to who you need to reach, how you prove who you are, and the rules you send under.
RCS messaging comparison for India: side by side

Delivery depends on your audience, consent and content, so no single delivery rate is quoted. WhatsApp and SMS prices are set by Meta and by SMS providers and change over time.
Core advantages of RCS Business Messaging
No app download needed
RCS messages arrive in the phone's default messaging app, for example Google Messages on most Android phones, when RCS is turned on. Customers don't install anything or create an account. Support on other apps and on iPhone depends on the app, OS version, carrier and market.
Verified sender trust
Every RCS sender is an “agent” with your brand name, logo and colour. After Google and the networks verify the brand and approve the launch, Google Messages shows a verification mark next to the name. Customers can see who is writing before they tap anything, which helps against look-alike messages.
Interactive rich cards and carousels
A rich card combines an image, a title, a short description and up to four suggested replies and action buttons: call, open a website, view a location or add to a calendar. A carousel puts two to ten cards in a row that customers swipe through, which suits product ranges, courses or car models.
Automated SMS fallback
RCS delivery status is tracked in real time via webhooks. If an RCS message is not delivered, for example because the phone is offline or doesn't support RCS, your system or gateway workflow can automatically send the fallback message as standard DLT-approved bulk SMS. Set an expiry on time-sensitive messages so a late RCS message doesn't arrive after the SMS.
Compliance and DLT rules in India
Under TRAI's Telecom Commercial Communications Customer Preference Regulations (TCCCPR), every business sending commercial SMS registers on an operator's DLT (Distributed Ledger Technology) platform: the business entity, its sender headers, its message templates and customer consent. Messages that don't match a registered template are blocked.
RCS works alongside the same system. In compliance with TRAI guidelines in India, enterprise brands sending commercial messages over RCS must maintain an active DLT registration. Header names and message templates are validated against DLT records before campaign submission. On top of that, the RCS agent itself goes through brand verification with Google and the networks.
The WhatsApp Business API is not part of DLT. It is governed by Meta's policies instead: approved message templates and the customer's opt-in to hear from you on WhatsApp. If you use SMS as a fallback for WhatsApp, that SMS still needs its own DLT registration.
Whatever the channel, send only to customers who have agreed to hear from you, and choose the right category. Promotional and transactional messages are treated, and priced, differently.
Which channel should you choose?
- RCS for branded, interactive campaigns and updates in the default messaging app, with SMS as the safety net.
- WhatsApp Business API when your customers already talk to you on WhatsApp and you want ongoing two-way conversations there.
- Bulk SMS for the widest reach, short alerts and OTPs, and as the fallback for the other two.
